There is often confusion about why the City Council recesses to Executive Session early in meetings, rather than hold them until the end, especially when citizens are present to observe the proceedings.
Simply put, it’s an effort to save taxpayer’s money.
Most Council agendas are ordered in such a way that allows for contract employees that bill hourly to come first. However, since most executive sessions require the presence of the City Attorney, who also bills by the hour, we will often go out of agenda order (Executive Sessions are typically placed at the end of Agendas) and meet with him as soon as possible, so that he can be dismissed and come off the clock.
While it is inconvenient for those in attendance waiting for their agenda item to come up, prioritizing agenda’s this way helps minimize cost to the City, which continues to be a priority for the Council.
