A Texas Home Rule City is a city that has adopted a Home Rule Charter, which acts like a mini-constitution for the city.
This charter allows the city to govern itself and make decisions independently, as long as those decisions do not violate state or federal law.
To become a Home Rule City, a city must have a population of at least 5,000 and must hold an election to ratify the city charter. Home Rule Cities have broader powers compared to General Law Cities, which can only exercise powers specifically granted by state law.
