Dennis Bailey’s legacy in Rockwall County is one of dedication, leadership, and community service. Serving as Rockwall County Commissioner from January 2009 until his retirement in 2024, Bailey’s contributions have left an indelible mark on the county.
One of his notable achievements was negotiating an interlocal agreement with the cities of Rockwall County to join an interoperability radio network. This initiative enabled different radio systems to communicate in real time, significantly enhancing public safety and emergency response.
Bailey also played a crucial role as a negotiator and Owner’s Representative for the construction of the County Courthouse and County Jail facility. His efforts ensured the successful completion of these essential infrastructure projects.
Throughout his tenure, Bailey secured funding for various road, bridge, and transportation projects, improving the county’s infrastructure. He was elected to serve on the Public Power Pool for government entities in Texas by the Communities of Urban Counties, where he served on the board for 16 years and currently holds the position of Vice Chairman.
A long-time resident of Rockwall County, Bailey was instrumental in establishing Rockwall County Court #2 and the District Court for the County. Before becoming Commissioner, he served as Mayor of Heath, where his integrity, grace, and principles guided the community through numerous challenges.
In recognition of his outstanding service, Dan Tucker, Mayor Pro Tem of the City of McLendon-Chisholm, on behalf of the City Council, presented Dennis Bailey with a Proclamation of Appreciation at the City Council meeting on March 11. His legacy of service and commitment to the community will be remembered for years to come.
